(03.02.22) Africa is playing an increasingly important role in numerous scientific inquiries. So far, however, cooperation with anglophone African partner countries has predominated in German research. In order to open up access to francophone scientific regions and increase mutual visibility, an important step has now been taken: DFG President professor Katja Becker and the Acting Secretary General of the African and Malagasy Council for Higher Education (CAMES), Prof. Abou Napon, have signed a joint Memorandum of Understanding (MoU). This lays the foundation for increased collaboration between the two organisations, DFG and CAMES, and is intended to facilitate research cooperation between Germany and 19 CAMES member states in the future.

The relationship with CAMES, existing since 2017, has thus taken on a more binding character. At the invitation of the DFG, researchers from Germany were able to participate for he first time in the CAMES biennial meeting in 2019. Since then, a common focus has been on the research area of health. This resulted in the mutual desire to jointly organise a related symposium at the following conference. On the German side more than 20 health experts were attracted to this event. In September 2021, they met for an initial virtual exchange with numerous African colleagues to share their research profiles and major topics of their studies. Due to the pandemic situation, only four researchers from Germany and about 200 from the CAMES member states were able to participate personally in the hybrid meeting in Dakar/Senegal at the beginning of December 2021. The remaining researchers joined virtually in the plenary and panel sessions of the conference.

These collaborations so far have convinced the participants of a promising potential for further cooperation. They stimulated new preliminary ideas how to develop joint research and aroused interest in increased scientific exchanges. The task at hand is to shape the MoU in a meaningful way before the next conference in 2023 and to find suitable arrangements to initiate research cooperation despite continuing travel restrictions.

The Conseil Africain et Malgache pour l'Enseignement Supérieur (CAMES) unites 19 francophone African member states and establishes binding quality standards for their higher education and science systems. Twelve thematic research programmes are intended to strengthen research in the member countries and make it an engine for economic and social development. In addition to numerous activities to promote networking and the mutual exchange of experience, its representatives organise thematic symposia within the framework of a scientific conference (Journées Scientifiques du CAMES) held every two years.

La DFG et le Conseil Africain et Malgache pour l'Enseignement Supérieur (CAMES) signent un protocole d'accord

L'Afrique joue un rôle de plus en plus important dans de nombreuses questions scientifiques. Jusqu'à présent, la coopération avec des pays partenaires d´Afrique anglophone a prédominé dans la science allemande. Afin d'ouvrir l'accès aux espaces scientifiques francophones et d'augmenter la visibilité mutuelle, une étape importante vient d'être franchie : la Présidente de la DFG, la Professeure Dr Katja Becker, et le Secrétaire Général par intérim du Conseil Africain et Malgache pour l'Enseignement Supérieur (CAMES), le Professeur Dr Abou Napon, ont signé un protocole d'accord commun. Celui-ci pose la base d'une coopération renforcée entre les deux organisations DFG et CAMES et devrait ainsi faciliter à l'avenir les coopérations de recherche entre l'Allemagne et 19 États membres du CAMES.

Le lien avec le CAMES, qui existe depuis 2017, a ainsi acquis un caractère plus engagé. Dès 2019, des chercheur.se.s allemand.e.s ont pu participer pour la première fois à la réunion biennale du CAMES sur invitation de la DFG. Depuis lors, un accent commun est mis sur le domaine de recherche santé. Il en a résulté le souhait des deux parties d'organiser conjointement le symposium correspondant lors de la conférence suivante.

Pour cette rencontre, plus de 20 expert.e.s de la santé ont été recruté.e.s du côté allemand. Ils se sont réunis en septembre 2021 pour un premier échange virtuel avec de nombreux collègues africains, afin d'échanger sur leurs profils et axes de recherche respectifs. En raison de la situation pandémique, seuls quatre chercheurs d'Allemagne et environ 200 des États membres du CAMES ont pu participer sur place, à Dakar/Sénégal, à la réunion hybride qui s'est tenue début décembre 2021. Les autres chercheur.se.s ont participé virtuellement aux sessions plénières et aux panels de la conférence.

Les activités conjointes menées jusqu'à présent ont convaincu les participant.e.s du potentiel prometteur de la coopération, ont permis le développement de premières idées de recherche communes et ont suscité l'intérêt pour un échange scientifique renforcé. Il s'agit maintenant de mettre en place le protocole d'accord de manière pertinente avant la prochaine conférence de 2023 et de trouver des formats appropriés pour stimuler des coopérations de recherche malgré d'éventuelles restrictions de voyage persistantes.

Le Conseil Africain et Malgache pour l'Enseignement Supérieur (CAMES) comprend 19 États membres d´Afrique francophone et établit des normes de qualité contraignantes pour leurs systèmes d'enseignement supérieur et scientifique. Douze programmes thématiques de recherche doivent renforcer la recherche dans les pays membres et en faire un moteur du développement économique et social. Outre de nombreuses activités visant à promouvoir la mise en réseau et l'échange mutuel d'expériences, ses représentant.e.s organisent des symposiums thématiques dans le cadre d'une réunion scientifique biennale (Journées Scientifiques du CAMES).
